Applying to Spain from Turkey, Georgia or the UAE — when it works

Applying from a third country7 min readReviewed: 2026-10-14

You hear the advice often: no appointments in Tehran? Go to Turkey, it is easier from there. Sometimes Georgia or Dubai takes Turkey's place.

For a small share of people this is correct. For everyone else it is an expensive trip that ends at the counter. The difference comes down to one clear rule, and it is worth knowing before you buy the ticket.

The rule that decides it: consular jurisdiction

Every Spanish consulate covers a defined territory and accepts applications only from people who are legal residents of that territory. Spain's own consular guidance is explicit: applications from outside the jurisdiction are not accepted, and anyone without valid residence status must apply in their country of legal residence or their country of origin.

In plain terms:

Being a tourist in a country does not make you a resident of it.

What that means in practice

Turkey. Iranians enter Turkey without a visa, up to 90 days in any 180-day period. But that is tourist entry. To apply at a Spanish consulate in Turkey you need legal Turkish residence (ikamet). An entry stamp is not enough.

Georgia. Iranians can enter Georgia without a visa for a limited period. The same logic applies: without a Georgian residence card, the Spanish consulate in Tbilisi will not open your file.

The UAE. Entry rules for Iranian nationals changed during 2026 and the published reports do not agree with each other. The situation is moving, and we will not state a figure or a rule here that may be wrong tomorrow. If your plan depends on the UAE, check the current position — with us, or directly with the airline and the UAE authorities — before spending anything.

So who can genuinely apply from a third country

Someone who actually lives there: holds a residence card, has an address, and can prove it. An Iranian who has worked in Istanbul for years on a valid ikamet, say, or someone with a company and residence in Tbilisi.

For those people, applying where they live makes complete sense and we handle those files. For someone living in Tehran or Mashhad, the right path is applying from Iran.

The trap to recognise

Sometimes the offer is "we will get you Turkish or Georgian residence so you can apply from there." Before accepting, ask two questions:

  1. What is the total cost? You now have two immigration files instead of one. Third-country residence carries its own fees, taxes and presence requirements.
  2. Is that residence real? If it rests on a constructed contract or a paper company, you have created exactly the problem described in our comparison of the ICT and digital nomad routes: a file that gets reopened at renewal and again at naturalisation.

In most cases we have seen, obtaining third-country residence purely to skip an appointment queue cost more than the Spanish file itself.

If you really do live outside Iran

Your position is stronger than most. Legal residence in a third country means international bank records, documented work history and freedom to travel — three things that make a Spanish file robust. That matters most for the self-employment route, which is judged on what you can actually do rather than on paperwork someone produced for you.

Write to us with where you live and what status you hold. We will tell you honestly where you should apply from — even when the answer is Iran.
